1. Turn the oven to 350 degrees and preheat.
2. Melt the butter in a large saucepan and add the flour.
3. Stir constantly until it looks cooked.
4. Slowly add the shredded cheese and milk and melt over medium-low heat.
5. Add the parsley, tarragon and pepper and mix well.
6. Cook the noodles to al dente according to the package directions and drain.
7. Add the cheese sauce to the noodles and mix well.
8. Transfer the mixture to a large casserole baking dish.
9. Sprinkle the top generously with bread crumbs.
10. Cook for 1 hour or until bubbly and the edges begin to brown.
11. Serve.
