1. Cook potatoes in boiling water until tender.
2. Cut the potatoes in quarters and set to the side.
3. In a small bowl, combine the first 5 ingredients and mix well.
4. Spray a 13 x 9 inch baking dish with nonstick cooking spray.
5. Transfer the quartered potatoes to the prepared dish.
6. Pour the sour cream mixture on top of the potatoes and toss gently.
7. In a bowl, combine the corn flakes and butter and mix well.
8. Sprinkle the cheese topping evenly over the potatoes, followed by the cornflake topping.
9. Bake for 45 minutes at 350 degrees.
10. Let sit for 5 minutes before serving.
