1. Turn the oven to 375 degrees and preheat.
2. Combine the first 5 ingredients in a saucepan and simmer for 5 minutes over low heat.
3. Remove the pan from the heat and allow to cool for 10 minutes.
4. Remove the garlic and thyme and strain through a piece of cheesecloth.
5. Spray a 13 x 9 inch casserole baking dish with nonstick cooking spray.
6. Place a layer of potatoesin an overlapping pattern and season with salt and pepper.
7. Pour 1/3 of the cream mixture over the top, followed by a sprinkle of 2 tablespoons of parmesan cheese.
8. Repeat 2 more layers.
9. Bake for 45 minutes, uncovered.
10. Sprinkle the rest of the cheese on top and broil for 5 minutes or until the cheese browns.
